TROY — The Troy Police Department responded to two heroin overdoses — one in close proximity to a school — in the same block of McKaig Avenue on Wednesday.
The first incident was reported at 3:05 p.m. in the 1000 block of McKaig Avenue. A patrolman responded to the area on the report of a disorderly male who was falling down due to a high level of intoxication.
According to the report, it was discovered that the male, Jeffery E. Young, 38, of Troy, was coming from a residence know for heroin use. The male was showing signs of an opiate overdose based on his physical appearance and behavior. An ambulance was called for Young and he finally admitted to snorting a half of a line of heroin. The male had no drug paraphernalia so he was charged with Disorderly Conduct within the vicinity of a school.
The second incident was reported at 10:39 p.m. A patrolman reported to the 1000 block of McKaig Avenue on the report of a possible overdose. According to the officer’s report, a male, Emmett Francis, 25, of Tipp City, was found on the porch with a pulse but barely breathing. At one point the male seemed to stop breathing. The male was given 4 mg of Narcan and began breathing normally and woke up. Two capsules of suspected heroin were found in a cigarette pack in his pocket. Drug abuse charges were filed on Francis and he was transported to Upper Valley Medical Center.
